The statement did not specify any particular event or region as the catalyst for this advisory.
For those traveling internationally, the State Department suggests maintaining awareness in tourist-heavy areas. They also encourage travelers to stay updated by following the department's alerts and information on social media platforms and enrolling in its Smart Traveler Enrollment Program.
This seems to be the first time the State Department has issued a global warning of this nature, not related to the Covid-19 pandemic, since the inception of their alert system in 2018.
